Is it wrong to make a guestlist and have it at the door?

My cousin got married 8 years ago and only 30 people came to her wedding, but like 180 came to her reception. Some people she didnt even invite. She ran out of food and it was a disaster. She is helping me plan my wedding and suggested a guestlist for those who RSVP. She says I should let people know that if they do not RSVP they will not be allowed in because of food accomodations and such. I feel a little weird about that because I am not a celebrity or anything, but at the same time we are having the reception catered and it is a little pricy so it would be nice to have an exact number of people. Would it be rude to turn people away who have not RSVP'd? I always RSVP because that is what it is for, but I know that alot of people do not RSVP and then just show up and say I was invited.
